Gerlach demands withdrawal of cannabis legalization - Bavaria's Health Minister Demands Reversal of Cannabis Legalisation Over Youth Risks

Bavaria's Health Minister Judith Gerlach is calling for the reversal of cannabis legalisation. She argues that the policy, introduced in April 2024, poses serious risks to young people. Her push follows a new study showing mixed trends in adolescent cannabis use across the state.

A recent survey of 3,000 Bavarian teenagers found that 12 percent had used cannabis in the past year—double the rate recorded in 2007. However, overall consumption has dropped since 2019. Despite this decline, problematic use among 15- and 16-year-olds has increased, according to Gerlach.

Gerlach has long opposed the partial legalisation passed by the Bundestag. She warns that downplaying cannabis risks is irresponsible and points to medical research highlighting health dangers for young users. Her stance aligns with the CDU's recent decision at its February 2026 conference, where delegates voted to overturn the law.

The minister now expects the Union bloc to lead efforts in reversing legalisation. She has repeatedly urged swift action within the governing coalition to tighten cannabis policy once more.

The CDU's motion signals a return to stricter drug controls, reversing the 2024 legalisation. Gerlach's campaign reflects growing concern over youth cannabis use, despite the overall drop in consumption. The next steps depend on coalition negotiations and parliamentary action.
