Russian hospital faces 12M ruble tax debt as legal battles escalate

Enforcement proceedings have begun against Tukalinsk Central District Hospital. The creditor, the Interdistrict Tax Inspectorate No. 1 for Omsk Oblast, claims over 12.07 million rubles. The debt is categorised as a tax based on the hospital’s negative Unified Tax Account balance. Margarita Berezina took over as chief physician of the hospital in May 2025. Before her appointment, legal action was already underway against her predecessor. In October 2025, authorities announced charges of abuse of office, with alleged damages of around 800,000 rubles.

By June 2026, the hospital faced mounting financial pressure. Five lawsuits totalling more than 2.26 million rubles were filed against it in the Omsk Oblast Arbitration Court that month alone. Enforcement proceedings officially started on June 22, 2026. The hospital had already been involved in smaller enforcement cases during 2025–2026, with each amounting to no more than 100,000 rubles. The latest enforcement action involves a debt exceeding 12.07 million rubles. This follows a series of legal and financial challenges for the hospital. The case remains under the jurisdiction of the Omsk Oblast tax authorities.
