A new two-tier local government model has been in operation for one year in Hà Nội, Vietnam. Minh Châu Commune introduced a 'two-place service government', with officials working both at headquarters and directly in residents' homes.
In Ông Chợ Dừa Ward, site clearance for the Ring Road 1 project was completed through public implementation and dialogue with residents. Quang Minh Commune also recovered nearly 5,000sq.m of encroached pond land using the new approach.
Tây Hồ Ward moved from traditional administrative management to local governance, tying ward heads' responsibilities to task completion. The model has narrowed the gap between authorities and citizens across many localities. Longstanding work backlogs and local issues are now being addressed more effectively. The model has improved living standards, enhanced staff skills, and boosted efficiency in areas like Minh Châu. It continues to streamline governance and problem-solving at the grassroots level.
