Cebu City's bold plan to reward businesses for promoting public health

Cebu City is exploring a new way to encourage healthier lifestyles among its residents. A proposed ordinance, authored by Councilor Michelle Abella-Cellona, aims to reward businesses that actively support preventive healthcare. The plan targets companies involved in fitness, nutrition, and wellness services—but so far, no firms have signed up or been certified under the scheme.

The Cebu City Health Promotion Incentive Ordinance of 2026 focuses on reducing lifestyle-related diseases. It offers financial perks to qualifying enterprises, including cuts in mayor's permit fees, business taxes, and sanitary inspection charges. Businesses that meet the criteria will also receive faster permit processing and a special 'Healthy Cebu Business Seal'.

To be eligible, enterprises must operate within Cebu City and center their work on health-promoting activities. This includes food retailers selling nutritious products, fitness centers, and professional services linked to nutrition or diet. The incentives are performance-based, time-limited, and only apply to the parts of a business directly involved in health initiatives.

Once approved, participating enterprises will face regular compliance checks by city authorities. However, as of now, no official registrations or certifications have been recorded under the ordinance.

The ordinance remains in the early stages, with no businesses yet taking part. If implemented, it could lower costs for qualifying enterprises while pushing Cebu City toward better public health outcomes. The success of the measure will depend on future participation and compliance from local enterprises.
