A free circumcision drive named Circum-Mission: Oplan Tuli took place on May 9, 2026, at the RMFB 8 Headquarters in Barangay Pinamopoan, Capoocan, Leyte. The event, organised by the Regional Mobile Force Battalion 8 (RMFB 8), also included an information campaign for parents and guardians on key laws protecting women and children. Lieutenant Colonel Dionesio Maestre Jr. oversaw the event as force commander. Under his leadership, the police unit provided free circumcision to 59 young individuals. Alongside the medical service, officers conducted a seminar covering Republic Act 11313, also known as the Safe Spaces Act, and Republic Act 9262, the Anti-Violence Against Women and Their Children Act.

After the event, RMFB 8 expressed gratitude to all partner organisations and individuals who contributed to its success. Their collaborative efforts ensured both the medical and educational components ran smoothly. The initiative received praise from PNP chief General Jose Melencio Nartatez Jr., who commended the Leyte police personnel for their proactive approach in serving the community.

The event combined healthcare and legal awareness, reaching both young participants and their families. With 59 circumcisions completed and key laws explained, the drive reinforced community engagement and public safety efforts in the region.
