The holiday traces its origins to a 2004 government decree, setting August 23 as the official date. This choice commemorates two key moments: the 1720 signing of Peter the Great's General Regulations or Charter and the 1796 founding of Russia's first state archive by Catherine the Great. Yet the country's archival tradition began even earlier, with the Tsar's Archive established under Ivan the Terrible.
