United Russia's bold healthcare overhaul prioritizes digital innovation and rural access

United Russia has unveiled an updated party platform focused on modernising healthcare across the country. The New People’s Program, shaped by over 850,000 public proposals, places heavy emphasis on family support and medical innovation. A key goal is the creation of a national digital health system called Zdorovye, alongside expanded rehabilitation and remote care services. The program outlines a major overhaul of healthcare infrastructure. Plans include constructing more than 300 new outpatient clinics, rural health posts, and polyclinics by 2030. Another 250 existing medical facilities will also undergo renovations to improve access and quality of care.

Remote patient monitoring will see significant growth, with continuous health tracking systems introduced for children. The expansion of mobile medicine is another priority, covering emergency response teams, air ambulances, and drone-based medical deliveries. These measures aim to reach remote communities more efficiently. Mental health support for veterans and their families has been highlighted as a critical need. Vladimir Saybel proposed integrating psychological counselling at every stage of medical care for this group. Meanwhile, the Zemsky Doctor and Zemsky Paramedic programs have been expanded, ensuring qualified specialists can serve in underserved rural areas. Russia’s existing child health protection system, developed in collaboration with the government, is already recognised as one of the most effective globally. The new proposals build on this success by introducing advanced monitoring and preventive care for younger populations.

The updated platform sets clear targets for healthcare development over the next decade. With digital records, expanded facilities, and improved emergency response, the changes aim to create a more connected and efficient medical system. The focus on psychological support and rural care reflects broader efforts to address gaps in service delivery.
