Rand Paul's New Bill Would Ban Junk Food Purchases With SNAP Benefits

U.S. Senator Rand Paul has introduced the Nutritious SNAP Act of 2025, a new bill aimed at reshaping the federal food assistance programme. The proposed law seeks to stop SNAP benefits from being spent on unhealthy foods while refocusing the programme on its original goal: improving nutrition for low-income families. A full copy of the two-page bill is available at www.paul.senate.gov. The legislation directly addresses concerns about SNAP subsidising junk food purchases. Currently, the programme supports over 42 million people, with nearly a quarter of its funds spent on unhealthy items like sodas, snacks, and desserts. Under the new bill, these purchases would be banned.

Instead, SNAP benefits could only be used for essential, nutritious beverages—water, milk, healthy dairy alternatives, and 100% fruit or vegetable juice. The bill also gives states the authority to impose further restrictions on unhealthy foods, shifting control back to local governments. Senator Paul’s proposal emphasises personal responsibility and flexibility for states. By limiting junk food purchases, the legislation aims to reduce obesity and chronic disease rates among SNAP recipients. The changes would align the programme more closely with its founding purpose: ensuring better nutrition for vulnerable households.

If passed, the Nutritious SNAP Act would mark a significant shift in how food assistance funds are used. The bill would block taxpayer money from supporting unhealthy purchases while reinforcing the programme’s focus on nutrition. States would also gain greater control over additional restrictions, adapting the rules to local needs.
